By following the product through each phase, the project manager is able to control these specifications and have minute by minute information on the status of the product.  The key to successful project management is not only knowledge and management skills, but to possess the ability to anticipate each level in the process ensuring that the scope of the project is realized.  Our PMs do all the meetings with the clients, architects, and contracts.
